USAID Assists ASEAN Integration
The Southeast Asia Commercial Law and Institutional Reform-Trade (SEA CLIR-Trade) Forum was successful in its mission to convene individuals from 5 countries in Siem Reap, Cambodia to discuss SEA CLIR-Trade assessment results from across the region and share best practices in business environment reform. Over the course of four days, the forum presented the key building blocks for the business and trade environments, analyzed the results of each country assessment within the framework of the key building blocks, and then examined the building blocks from an ASEAN perspective. The participants were then able to apply these perspectives to multi-national small group discussions on each SEA CLIR-Trade topic.
In addition, participants were given the opportunity to express individual opinions on each SEA CLIR-Trade topic using PowerCOM technology which allowed each participant to vote on priorities established in the small group discussions. As a result of a two-pronged strategy which encouraged both group discussion and the expression of individual opinions, all participants were engaged throughout the Forum and eager to determine next steps. These next steps include exploring ways for ASEAN to incorporate results from the both the SEA CLIR-Trade Assessments and the SEA CLIR-Trade Forum in its strategy going forward, as well as establishing a website community of practice where participants have a venue to report successes and request advice from their counterparts in other countries.

USAID Helps Organize New Government in Kosovo
Less than one week after the
Republic of Kosovo officially declared independence, USAID sent a team of experts to provide critical support to the Office of the Prime Minister related to institutional strengthening and systems development. During the engagement, the team focused on three key organizational dimensions: processes, people, and technology. Early in the project the team identified the need to develop a robust and credible decision-making process to foster broad consultation across the Government and encourage a unified position on policy development. The team also assessed the current design of the Prime Minister's Office and designed a refined organizational structure that is both streamlined and better equipped to support the Cabinet decision-making process.
Within two months of the start of the project, the team established the foundation for a Cabinet-style decision-making process, developed a detailed organization model for the Prime Minister's Office that included position descriptions and set forth roles and responsibilities for senior OPM staff, and created an IT strengthening plan that provides a solid base for improving technology and communications performance within the Prime Minister's Office.
